Development of a sustainable optimization model for the rehabilitation of transport infrastructure

About twenty years ago, the research activities aiming at the development of the optimal maintenance and rehabilitation strategies (models) of roads and bridges started in several countries, including Hungary. In the first foreign models, the deterioration depending on time and other parameters was given by Markov transition probability matrices. Due to the inaccuracies and inconsistencies of earlier models, a continuous model upgrading could have been carried out by many researchers world-wide. Besides, basically new models appeared in the literature, which are able to describe the actual processes more reliably. The research work of the authors of the paper has concentrated on Pavement Management Systems (PMSs) and Bridge Management Systems (BMSs). Since a common financing of roads and bridges is typical, a combined model of road pavement and bridge managements was developed by the authors increasing considerably the efficient use of available funds.

MaxWhere VR-learning improves effectiveness over clasiccal tools of e-learning

The paper investigates how workflows can be communicated and shared through linguistic descriptions, digital content and technological tools. We focus primarily on the content and digital tools of e-learning and VR learning. However, the results of the paper can be applied to collaborative workflows in general. The paper compares the effectiveness of three techniques, ranging from well-known to radically new: classical e-mail/ attachment based sharing, sharing through web interfaces (through a Moodle frontend), and sharing through a VR interface provided by a recently developed VR engine called MaxWhere. To this end, the paper introduces new methods and a new set of concepts for the purposes of benchmarking digital capabilities and user effectiveness within the domain of workflow sharing. The paper applies these concepts and methods to compare the use of the above listed technologies with the participation of 379 test subjects. Tests show that the users were able to complete the required workflow at least 50% faster in the MaxWhere 3D environment than in all other competing cases. The paper also proves that 3D environments are capable of providing users with a much higher level of comprehension when it comes to sharing and interpreting digital workflows.

Fuzzy Cognitive Maps (FCMs) are widely applied for describing the major components of complex systems and their interconnections. The popularity of FCMs is mostly based on their simple system representation, easy model creation and usage, and its decision support capabilities. The preferable way of model construction is based on historical, measured data of the investigated system and a suitable learning technique. Such data are not always available, however. In these cases experts have to define the strength and direction of causal connections among the components of the system, and their decisions are unavoidably affected by more or less subjective elements. Unfortunately, even a small change in the estimated strength may lead to significantly different simulation outcome, which could pose significant decision risks. Therefore, the preliminary exploration of model ‘sensitivity’ to subtle weight modifications is very important to decision makers. This way their attention can be attracted to possible problems. This paper deals with the advanced version of a behavioral analysis. Based on the experiences of the authors, their method is further improved to generate more life-like, slightly modified model versions based on the original one suggested by experts. The details of the method is described, its application and the results are presented by an example of a banking application. The combination of Pareto-fronts and Bacterial Evolutionary Algorithm is a novelty of the approach.

Receptiveness to flexible employment at Hungarian SMEs

Nowadays, only companies that are adaptable and flexible in their structure and processes can survive. The basis for a motivated company aiming for peak performance is organisational innovation. Hungary is one of the less innovative countries in Europe. Only organisations that can integrate new solutions smoothly into their everyday operations will remain truly competitive. The Government of Hungary, in its Partnership Agreement with the European Union, set out the goals for improving and supporting the adaptability of enterprises, the promotion of flexible and family-friendly workplace practices and services, and the employment of women with young children. The aim of this study is to demonstrate, through a Hungarian example, the receptiveness of Hungarian small and medium-sized enterprises to flexible forms of employment. The effect of flexible employment on economic adaptability and competitiveness through workforce efficiency and retention is examined. Its aim is the raise the awareness of options to increase employment among Hungarian SME managers.

The exponential development of information technology and, in this context, the latest generation of open innovation systems result in revolutionary changes in almost every industry as well as in other areas of life. From the automotive industry to the energy sector and to tourism, newcomers emerge everywhere, building on the tools of disruptive innovation, which with earlier unprecedented speeds transform their previous industry power. The essence of the smart city approach is to put the latest tools of technological advancement in serving the social, economic and ecological sustainability of cities' lives for the inhabitants as well as for the enterprises of the city. Industry 4.0 is an imagined future, which in our opinion - in direct or indirect ways - would have a fundamental influence on smart cities and their environment and regions, given that their primary goal is to improve a country's competitiveness. In our study, we review the relevant literature on the definition of and approach to innovation as well as the smart city concept in this new revolutionary age, we demonstrate relevant correlations between the concepts of disruptive innovation, smart city and Industry 4.0.

Economic development and economic governance through the example of the city of Gyor

Since the 1990s the metropolitan region and its governance has got into the focus of regional science again. Nowadays a newer wave of metropolitan governance is authoritative, which has exceeded the former administrative-territorial planning aspects, and has appeared on the scene as the mechanism of economic development policy. Examining the development stages of regional policy it is well-known that the classical (modern) approach was superseded by the postmodern one. While the national methods applied in the classical period were characterized by strictness, central regulation, indirect regulation of the market (Fordist approach), in the postmodern period flexibility, decentralization and direct regulation have come to the fore (Post-Fordism). In the postmodern period the state level also takes its role in the financing of innovation and research and and development, and the notions of networking and competitiveness are coming more and more to the fore. In this article I analyze these processes through the case study of Gyor. After the theoretical introduction I examine the tools of economic development and economic governance in the Gyor metropolitan region. Activities observed in Gyor can strengthen the view-point that the processes of economic development and economic governance have nowadays been going on in parallel with each other. Moreover, the coordinating activities of local authorities can be observed in the work of organizations that support economic governance. In the course of the research it was also confirmed that built infrastructure can serve as a fundamental condition for the cooperation of network-systems that operate the governance system of a municipality.

Improved Method for Predicting the Performance of the Physical Links in Telecommunications Access Networks

A novel approach is presented which is able to predict the available maximal data transfer rate of SHDSL connections from measured frequency dependent electrical parameters of wire pairs. Predictions are made by a fuzzy inference system. The basis of the operable and tested method will be introduced, then an improved version is shown, in which the problems derived from sampling of continuous functions of electrical parameters are eliminated by wavelet transformation. Also possibilities for simplification of the problem and a way of reducing the dimensions of the applied rule bases are presented. As the set of the measured data leads to sparse rule bases, handling of sparseness is unavoidable. Two different ways - fuzzy interpolation and various membership functions - will be introduced. The presented methods were tested by measurements in real telecommunications access networks.

Territorial differences between countries with regard to the wellness lifestyle of their youth

The focus of the present research is the issue of education on healthy lifestyles and consequently the future target group of wellness tourism. We examined European college students to discern whether there are territorial differences in the wellness lifestyle of their young people and which major characteristics are typical of Hungarian youth. As the result of our literary and questionnaire research, based on factor analysis, we fine-tuned the factors determining the wellness lifestyle in our so-called wellness roulette and make recommendations for lifelong learning in terms of healthy lifestyles.
