A complete ranking principle for trapezoidal Hesitant fuzzy sets and its application in solving trapezoidal Hesitant fuzzy linear programming problems

Decision-making is significant in economics, education, management, industries, and many real-life situations. Every decision-making problem does not have crisp parameters and restrictions, and may have uncertainties and qualitative information. Trapezoidal Hesitant fuzzy sets are highly beneficial for dealing with situations that are more uncertain and have some qualitative aspects. First, this paper introduces four score functions on the class of trapezoidal hesitant fuzzy elements, namely mean-position, right-spread, inference, and support position score function to define a complete ranking principle on trapezoidal hesitant fuzzy elements. Secondly, we propose a complete ranking principle on the class of trapezoidal Hesitant fuzzy sets by generalizing the four proposed score functions on the set of trapezoidal hesitant fuzzy elements. Thirdly, we extend our work to suggest another complete ranking principle on the new important sub-class of the trapezoidal Hesitant fuzzy set. Fourthly, we compare our proposed complete ranking principle with a few existing important ranking principles discussed in the trapezoidal Hesitant fuzzy sets (TrHFS) class. Further, we establish two new simplex algorithms on a special class of trapezoidal Hesitant fuzzy sets to solve fully Hesitant fuzzy linear programming problems (HFLPP). These new algorithms incorporate the proposed complete ranking principle on the trapezoidal Hesitant fuzzy set. Finally, we solve a few numerical examples of linear programming problems with fully Hesitant fuzzy information to show the applicability and potentiality of the proposed linear programming method. Complete ranking principle in the class of TrHFS and the use of complete ranking principle in solving a fully HFLPP is proposed for the first time in the literature.

Institutional Efficiency and Research Productivity in Transitional Higher Education Systems: Panel Evidence from Uzbekistan

This study investigates the determinants of research productivity in Uzbekistan’s public universities using a balanced panel of 15 institutions over 2010–2023. The analysis integrates three complementary dimensions: human capital, institutional efficiency, and macroeconomic conditions to explain why research output varies markedly across universities during a period of rapid reforms. A fixed-effects instrumental-variable model is employed to control for unobserved institutional characteristics and potential endogeneity in spending efficiency and economic indicators. The results show that academic staff capacity is the strongest predictor of research productivity, while GDP growth also contributes positively by creating more stable conditions for long-term academic development. Education spending efficiency has a meaningful effect, suggesting that governance and internal management shape how resources translate into research outcomes. These findings underscore the need to strengthen faculty development, improve institutional accountability, and align higher education policy with national economic priorities.

A Novel Evaluation Framework for Medical LLMs: Combining Fuzzy Logic and MCDM for Medical Relation and Clinical Concept Extraction

Artificial intelligence (AI) has become a crucial element of modern technology, especially in the healthcare sector, which is apparent given the continuous development of large language models (LLMs), which are utilized in various domains, including medical beings. However, when it comes to using these LLMs for the medical domain, there’s a need for an evaluation platform to determine their suitability and drive future development efforts. Towards that end, this study aims to address this concern by developing a comprehensive Multi-Criteria Decision Making (MCDM) approach that is specifically designed to evaluate medical LLMs. The success of AI, particularly LLMs, in the healthcare domain, depends on their efficacy, safety, and ethical compliance. Therefore, it is essential to have a robust evaluation framework for their integration into medical contexts. This study proposes using the Fuzzy-Weighted Zero-InConsistency (FWZIC) method extended to p, q-quasirung orthopair fuzzy set (p, q-QROFS) for weighing evaluation criteria. This extension enables the handling of uncertainties inherent in medical decision-making processes. The approach accommodates the imprecise and multifaceted nature of real-world medical data and criteria by incorporating fuzzy logic principles. The MultiAtributive Ideal-Real Comparative Analysis (MAIRCA) method is employed for the assessment of medical LLMs utilized in the case study of this research. The results of this research revealed that “Medical Relation Extraction” criteria with its sub-levels had more importance with (0.504) than “Clinical Concept Extraction” with (0.495). For the LLMs evaluated, out of 6 alternatives, (A4) “GatorTron S 10B” had the 1st rank as compared to (A1) “GatorTron 90B” had the 6th rank. The implications of this study extend beyond academic discourse, directly impacting healthcare practices and patient outcomes. The proposed framework can help healthcare professionals make more informed decisions regarding the adoption and utilization of LLMs in medical settings.

Discrepancy between social demands and public resources has become apparent in many countries worldwide. Institutions and industries involved in public services seek new forms of collaboration and combine all available public and private skills to circumvent problems. Advocates of public-private partnership (PPP) assess the progress as convincing. Reserved observers argue that the technique has immanent weaknesses. Putting the phenomena, experience, and discussion into a wider context of gaming helps to arrive at a better comprehension. The paper focuses on road transportation infrastructure issues but its conclusions are of broader interest. Four perspectives are chosen to discuss PPP as a gaming issue. Linguistics, the mathematical theory of games, experimental psychology and the theory of institutions offer useful analytical concepts, theorems and approaches. The gaming perspective allows us to identify and define more clearly several uncertain or misinterpreted situations or actions experienced in PPP implementations. The conceptual identification of positions, motivations and further characteristics is not only possible but helps all partners to better understand the structure, the rules and roles given in the procedure. Use of the gaming perspective in PPP issues seems to enhance 'fair play'. Expected trends of development and further areas of suggested research are derived from the conclusions and conjectures. Application of the gaming perspective is recommended in the development of project delivery techniques, education and training.

Shear buckling performance of welded I-girders with partially stiffened web at the support

This paper presents findings from tests and numerical simulations conducted on plate girders with varying end post configurations. Although EN 1993–1–5:2024 provides design guidelines for both rigid and non-rigid end posts, it does not cover the shear resistance of webs that are only partially stiffened. Partial-depth stiffeners pose potential risks due to the limited research into their mechanical behaviour. To investigate this issue, tests and parametric studies were per-formed on beams with differing web slenderness using advanced numerical simulations. EN 1993–1–5:2024 provides reliable estimates for fully stiffened beams, while new shear buckling curves have been proposed for partially stiffened beams.

Co-Channel Compatibility Analysis of IMT Networks and Digital Terrestrial Television Broadcasting in the Frequency Range 470-694 MHz Based on Monte Carlo Simulation

According to Resolution 235 adopted during the World Radiocommunication Conference 2015 (WRC-15) and the preliminary agenda item 1.5 of WRC-2023, the International Telecommunication Union Radiocommunication Sector (ITU-R) has been entrusted to carry out sharing and compatibility studies between broadcasting and mobile services in the frequency range 470-694 MHz in Region 1. This study specifically focuses on evaluating electromagnetic compatibility in potential co-channel sharing scenarios between Digital Terrestrial Television Broadcasting (DTTB) and International Mobile Telecommunications (IMT) systems within the 470-694 MHz frequency band that may arise in the foreseeable future. To assess the conditions for coexistence, a Monte Carlo simulation method implemented through the SEAMCAT software version 5.4.2 is employed, examining six potential interference scenarios. The simulation results yield the minimum coordination distance required between IMT and DTTB services in the 470-694 MHz band based on the protection criteria to ensure harmonious coexistence while maintaining satisfactory performance. Furthermore, the study investigates the impact of various factors such as transmitter power, antenna heights, coverage radius, antenna discrimination, and antenna tilt angle on the separation distances. The focus lies primarily on critical interference scenarios across neighboring countries' borders. The simulation outcomes confirm that sharing the same frequency band between IMT and DTTB networks would result in significant mutual interference. Nevertheless, carefully analyzing diverse parameters and assumptions helped provide recommendations to reduce the required separation distances. These findings are valuable for broadcasters, mobile operators, and regulators in establishing the technical coexistence conditions for DTTB and IMT in the new band.

Optimal design of agro-residue filled poly(lactic acid) biocomposites using an integrated CRITIC-CoCoSo multi-criteria decision-making approach

In recent years, there has been a rise in environmental awareness, leading to increased efforts to develop eco-friendly materials as alternatives to petroleum-based polymers. This study examined the performance optimization of poly(lactic acid) (PLA) biocomposites filled with agricultural byproducts at concentrations ranging from 0 to 20% by weight, highlighting their potential as substitutes for commodity plastics. The agro-residues used as fillers were flax seed meal and rapeseed straw. A hybrid decision-making algorithm was proposed, utilizing the “criteria importance through inter-criteria correlation” (CRITIC) alongside the “combined compromise solution” (CoCoSo), aimed at identifying the optimal alternative among the evaluated samples. The algorithm considered several attributes, including mechanical traits evaluated via tensile, flexural, and impact tests, hardness, water absorption, biodegradation, and production cost. The findings revealed that the strength properties, including tensile, flexural, impact, and water absorption, were most advantageous for neat PLA. In contrast, the highest modulus values were recorded for the biocomposite filled with 20 wt% rapeseed straw. The biocomposites exhibit increased hardness as agro-waste content rose, with the highest hardness observed in the biocomposite filled with 20 wt% flax seed meal. The study on biodegradation indicates that a higher content of agro-waste promotes disintegration, with flax seed meal emerging as the most effective additive in this context. The findings show that adding various agricultural byproducts in varying amounts affects the evaluated properties differently. Hence, the hybrid CRITIC-CoCoSo optimization approach is utilized to choose the optimal biocomposite. The findings show that the biocomposite with 20 wt% rapeseed straw demonstrated optimal physico-mechanical and biodegradation properties, making it a promising eco-friendly alternative for future applications.
