Football is regarded as one of the defining elements of the local national identity in Spain - a country with diverse historical nationalities. The game serves as the means for a nationality to dissociate from the majority-controlled state. The importance of national identities to be found on the territory of Spain is central to any worthy understanding of the history of football up to the present day, and it is especially true in the case of Basque football. Sport, and especially football, plays an important role in emphasizing the Basque national identity in all the Basque regions, and it is a special manifestation of their political beliefs. As this essay tries to argue, the game has become an integral part of Basque national culture while the football clubs and national teams have assumed political importance. The Basques have their own national teams, i.e. clubs, whose teams represent the Basque nation as also the country Euskadi. Thus, the essay aims to examine the relationships between football and Basque national identity in a historical perspective. © 2013 Copyright Taylor and Francis Group, LLC.

The concepts of state responsibility and liability in nuclear law

The legal concept and the doctrinal theory of state responsibility and liability have been in the focus of public international law for a long while. By means of domestic legislation, national law-regardless of the relevance of the international legal framework-governs the system of civil liability within the area of civil law of each state. Whereas, as opposed to the framework of civil liability governed by diverse domestic rules, exclusively a standard regulation framed at an inter-state level can secure a uniform system of state liability. The issue of state responsibility for nuclear damages raises specific questions to be examined in the framework of general international regulations (e.g., Conventions adopted within the area of nuclear law) related to responsibility and liability. Thus, answering or the clarification of these specific pivotal questions within the scope of public international law shall be our starting point, which may also entail the modification of the matter of state responsibility and liability (not only in the concerned branch of law). © 2008 Akadémiai Kiadó.

The implication of business intelligence in risk management: a case study in agricultural insurance

The increasing data scales in today’s business sectors coupled with the necessity of risk management raise the importance of business intelligence tools as an integrated solution for the insurance industry. These tools have mostly been used to achieve effective risk management. Although methods of risk management in the insurance industry have been proposed many years ago, the research effort has primarily been focused on predictive analyses. This study aimed to investigate the role of business intelligence as a solution to illustrate its potential in risk management particularly for decision-makers in agricultural insurance. We hypothesized that this would make a preferable decision in uncertain conditions. Sample data from the online transaction process system of Iran agricultural insurance fund were preprocessed in SQL server. Multidimensional online analytical processing architecture was analyzed using Targit business intelligence tool. Our results identified financial risks that lead to a framework of controlling risk based on business intelligence in the agricultural insurance fund.

Identification of ovine-associated staphylococci by MALDI-TOF mass spectrometry

The objective of this study was to use matrix-assisted laser desorption ionisation–time of flight mass spectrometry (MALDI-TOF MS) for the identification of ovine-associated staphylococci. Presumptive Staphylococcus isolates were recovered from ovine udder surface (US), individual raw milk, bulk tank milk, and cheese samples and were characterised by conventional phenotypic methods. A total of 69 bacterial isolates were further confirmed by MALDI-TOF MS. Forty-two (60.9%) of 69 isolates were successfully identified on genus and species level. Two thirds (n 5 28) of the 42 identified isolates were shown to be Staphylococcus spp. These 28 staphylococcal isolates formed two clusters, one consisting of 22 Staphylococcus aureus strains and the other composed of 6 non-aureus staphylococci, including S. simulans (n 5 3), S. auricularis, S. equorum, and S. haemolyticus. MALDI-TOF MS has proven to be a reliable tool for the identification of staphylococci from raw sheep’s milk, especially bulk tank milk; however, currently it appears to be less useful for the identification of bacterial isolates originating from ovine US samples. This is the first study to evaluate the applicability of MALDI-TOF MS for identification of Staphylococcus spp. in ovine raw milk, cheese, and US samples in Hungary.

In this paper we propose a population based memetic algorithm, the Discrete Bacterial Memetic Evolutionary Algorithm for solving the one-commodity Pickup-and-Delivery Traveling Salesman Problem. The algorithm was tested on benchmark instances up to 100 nodes, and the results were compared with the state-of-the art methods in the literature. For all instances the DBMEA found optimal or close-optimal solutions.

A new direct algorithm for solving linear system of equations will be presented. Short theoretical background and analysis of the proposed method will be given. We formulate an optimized version of the proposed algorithm, which also works for sparse matrices. The complexity of the suggested algorithm for full matrix systems is n3/3 H- O(n2) where n is the dimension of the problem. The numerical experiments show that some versions of the residual elimination algorithm can be competitive with the Gaussian elimination both in complexity and precision. Moreover the sparse linear solver based on this algorithm has some advantages in parallel environment.

Experimental study on the effect of filament-extrusion rate on the structural, mechanical and thermal properties of material extrusion 3D-printed polylactic acid (PLA) products

Material extrusion (MEX), also commonly referred to as fused deposition modeling (FDM) or fused filament fabrication (FFF) is currently one of the most commonly used additive manufacturing techniques. The quality of the 3D-printed objects fabricated by MEX methods highly relies on various printing parameters, one of which is the so-called filament extrusion multiplier (k). In this study, 3D-printed parts were prepared by MEX technique during which the material feeding rate was adjusted by varying the extrusion multiplier in the range of 97–105% (k = 0.97–1.05). The fabricated parts were tested for their geometrical, structural, mechanical, and thermal conductivity properties. Based on computed tomographic analysis and scanning electron microscopic images, increasing the k parameter resulted in smaller voids, along with gradually decreasing porosity (from 5.82 to 0.05%). Parallel to the decreasing defects, the thermal conductivity of the parts improved from 0.157 to 0.188 W/mK as determined by light-flash analysis technique. On the other hand, when k was set to ≥ 1.03 the geometrical accuracy declined, the size of the specimens considerably increased relative to the nominal values, especially in the X–Y directions due to excess material getting “squeezed” on the sides of the specimens. This latter phenomenon also resulted in the formation of a number of stress concentration sites, which manifested in the decrease of mechanical properties. Accordingly, the tensile, flexural, and impact strength of the samples improved up to k = 1.03; however, above that it dropped considerably.

The Role of Territorial Capital in Urban Renewal in a Non-core Central European City

The concept of territorial capital, presented by the authors as an alternative to exogenous, FDI-driven economic restructuring strategies, has fertilised regional development policy thinking in multiple ways. Triggering reflections on the bottom-up reconceptualisation of regional policy, it has a particular salience in peripheral or lagging regions due to its potential to reverse deeply-entrenched core-periphery relations. The paper discusses the concept of territorial capital with a view to its policy embeddedness and academic valorisation. The structure of the paper is as follows. The first section presents the theoretical antecedents and conceptual evolution of the notion of territorial capital. This is followed by a brief discussion of the relevance of territorial capital in non-core or peripheral Central European contexts. The concluding section seeks to identify the main obstacles to collaborative and integrated strategy-making relying on the territorial capital approach in the case study city of Pécs, demonstrating its crucial absence from post-2000 top-down regional development programmes.

It is the aim of this case to show the teaching web portal of the Faculty of Architecture at "Széchenyi István" University (www.arc.sze.hu/indexen.html) and its many uses. Nowadays, the Internet helps us to look into Hungarian and foreign study aids, and architectural websites. The Internet has created potential new and effective ways of cooperation between lecturers and students of the university and other institutions of higher education. The teaching web portal mentioned above realizes diversity and complexity of architecture, with efficient grouping of information, while being attentive to high professional standards. Computer Aided Architectural Modeling (www.arc.sze.hu/cad) is one of the new types of online lecture notes, where many narrated screen captured videos show the proper usage of cad software instead of texts and figures. This interactive type of learning assists students to become more independent learners. This type of teaching modality provides the opportunity for students who need more time to acquire subject matter through viewing video examples. The success of our departments' common web initiations can be measured through Internet statistics and feedback of the students and external professionals. © 2010, IGI Global.
