Legislation of forensic DNA analysis in Hungary - past, present and future

Ever since the first application of DNA analysis in criminal casework in 1992, the conditions under which forensic DNA analysis is performed within the Hungarian law have been developed and subsequently approved, in parallel with the establishment of a national database report of forensic DNA. Act XLVII of 2009 (on the Criminal Records System, on the Records of EU Member State Court Rulings against Hungarian Citizens as well as on the Records of Biometric Criminal and Law Enforcement Data) constituted the legal framework for this. Moreover, Act XXIX of 2016 (on Judicial Experts), Act CXII of 2011 (on the Right of Informational Self-Determination and on Freedom of Information), as well as Regulation 12/2016. (V.4.) of the Minister of Interior (on Rules of Taking Fingerprints, Palm prints, Photographs and DNA samples), as well as the Provisions of 31/2008. (XII. 31.) of the Minister of Local Government (on the work of forensic experts, respectively) went on to specify the professional requirements necessary for forensic DNA analysis. The regulations of the EU must also be taken into consideration. Of particular significance, are the escalations undertaken by the EU for the purpose of combating transnational crime as developed in the Prüm Treaty, and, under Council Decision 2008/615/JHA and Council Decision 2008/616/JHA, became ratified into its partial transformation into an EU-wide tool for cooperation. The General Data Protection Regulation (GDPR) has also introduced a new and seemingly far-reaching exemption to the general prohibitive conditions applied to the processing of genetic data. The question of whether, and which kind of, consent is required remains left to other applicable EU and national laws. The aim of this study is to provide an overview on how Hungarian legislation of forensic DNA has changed over the past 27 years, to illustrate the current legal context in addition to providing a conceptual theoretical framework for future legislation, including the rules of forensic DNA typing and legal regulation connected to DNA-databases.

Applications of the conjugate gradient method for implicit feedback collaborative filtering

The need for solving weighted ridge regression (WRR) problems arises in a number of collaborative filtering (CF) algorithms. Often, there is not enough time to calculate the exact solution of the WRR problem, or it is not required. The conjugate gradient (CG) method is a state-of-the-art approach for the approximate solution of WRR problems. In this paper, we investigate some applications of the CG method for new and existing implicit feedback CF models. We demonstrate through experiments on the Netflix dataset that CG can be an efficient tool for training implicit feedback CF models. © 2011 ACM.

Flow Simulation in an Alga Photobioreactor Tested Under Laboratory Conditions

For the purpose of efficient algae cultivation, the Photo Bio-Reactor (PBR) must be designed according to the needs of the algae to be cultivated. We performed our experiment with a loop reactor with a total volume of 14 liters. Among other things, the mixing of the gas and liquid phases, the value and change of the light intensity reaching the algae, and the degree of algae deposition on the walls of the equipment depend on the flow caused by the bubble column in the equipment. Using the ANSYS FLUENT simulation environment, we optimized the efficiency of the gas intake that determines the flow.

Overview of the COMPASS diagnostics

The COMPASS tokamak, a divertor device with clear H-mode and ITER-relevant geometry, has been re-installed in IPP Prague after its transport from CCFE in UK. The first plasma was achieved in December 2008. Many new diagnostic tools with both high temporal and spatial resolutions have been developed to address the scientific programme of COMPASS focused on H-mode physics and pedestal investigations. In the paper, an overview of existing and in near future planned diagnostics (magnetic, spectroscopy, microwave, probe and beam/particle) on COMPASS is given including their basic technical specifications and achievements. © 2011 EURATOM. Our recent work proposed a new meaning preservation approach together with a parameterizable nested hyperball structured search space for interpretable fuzzy systems in order to solve a problem of inconsistency observed in conventional interpretable fuzzy knowledge bases and simultaneously to address the adjustment of the trade-off between interpretability and accuracy. Based on intuitive reasonings and simulation results a conjecture was formulated about favorable trade-off adjustment properties of the proposed method. The aim of the present paper is to construct a mathematical model, in which the conjectured properties can be analyzed and formally verified. Extended Measurement Methods for Onboard Detection of Brake Disc Deformation †

Runout is a common failure of brake discs. The detection of this fault usually depends on the driver, as there is a vibration in the car and on the brake pedal. As Advanced Driver Assistant Systems are implemented and autonomous driving modes are available, braking is carried out by the car instead. Brake disc runout can cause longer braking distance, so it is essential to recognize and repair it. NVH measurements have been validated to be one of the solutions to detect the fault immediately without disassembling the brake unit. In this article, the previous vibration measurements are extended with other methods that can also be used for fault detection. Brake fluid pressure measurement and integration of the disc rotation angle sensor enable the detection of faults without additional sensors. The aim of the research is to design a measurement method that can be compared with previously validated measurements.

Tech titans: Generation Z’s role in the FinTech evolution

The accessibility of FinTech services is increasing, and their convenience is making them more popular than traditional banks, particularly among Generation Z. The objective of this research is to identify and compare the factors influencing the conscious use of FinTech services among Generation Z members, who are the most active participants in this field of financial technology. The questionnaire based purposive sample consisted of Generation Z students who demonstrated adequate financial literacy and utilized FinTech, and who were learning in a university environment in Hungary and Romania. A sample of 600 respondents was selected for analysis after cleaning the data online. The methodological approach entailed the utilization of covariance-based structural equation modeling (CB-SEM). The results indicate that social influence (β = 0.18), consumer attitude (β = 0.53) and facilitating conditions intention (β = 0.11) all have a significant effect on the behavior intention, explaining 49% of the variance. In the context of performance expectation, the effect of facilitating conditions intention is not significant (p = 0.491). The motivation of Generation Z towards fintech solutions is evident in their preference for speed and ease of use. However, in order to reinforce consumer expectations and transfer the necessary experience and attitudes, it may be beneficial for service providers to adopt a partially different strategy in different countries. Generation Z can thus serve as a crucial reference point for the even more discerning expectations of subsequent generations. The findings may inform the formulation of strategies for fintech service providers to better understand customer behavior.

Trace metal and metalloid levels in surface water of Marcal River before and after the Ajka red mud spill, Hungary

The aim of this study was to compare and assess the dissolved concentrations of trace elements (As, Zn, Hg, Cd, Cr, Ni, Pb and Cu) in surface water of Marcal River before and after the red mud spill that occurred in Ajka, western Hungary, in October 2010. The caustic sludge flooded the surrounding settlements and polluted the nearby Torna Creek, which flows through the Marcal and Raba rivers into the Danube. A total of 92 surface water samples were collected from the Marcal River in the period of 2007-2012 and analysed for dissolved trace metal(loid)s by atomic absorption spectroscopy method. After the spill, the water management authority initially focused on acid dosing of surface waters to lower pH and was effective in lowering both pH and metal(loid) concentrations. Among the dissolved trace metal(loid)s, arsenic and nickel levels were moderately higher in the Marcal River 2 years since the spill compared to that observed in the pre-disaster period. The concentrations of dissolved trace metal(loid)s did not exceed the European water quality standards and the US Environmental Protection Agency aquatic life criteria values (excluding one sample for cadmium). © 2013 Springer-Verlag Berlin Heidelberg.

ANALYTICAL APPROACHES TO DESCRIBE WEAR IN TOTAL KNEE REPLACEMENTS: POTENTIALS AND LIMITATIONS

Various types of wear mechanisms (three-body wear, delamination, pitting, abrasion, etc.) can occur between the polymer-metal interface of total knee arthroplasties. In most cases, the mechanism of these types of wear has only been experimentally verified and described. It must be noted that analytical description is not yet available for the majority of wear types. An exception among these types is abrasive wear, for which a number of analytical studies have been developed. This kind of wear can be approximated mathematically by the so-called Archard equation. It should be noted that, due to the complex motion of the knee joint, the original Archard equation must be extended by several parameters in order to adequately describe the wear process. Such parameters are the cross shear ratio, the coefficient of friction or the slide-roll ratio. The present study gives a broad overview of the currently available analytical wear models and also provides further suggestions on how to bring these models closer to reality.
