Do We Like Majority Decisions? Aspects of the Majority Principle in Voting on the Different Levels of Political Systems

Description:

This article aims to review the constitutional justifications for majority requirements arising from the democratic principle, and to analyze some current controversial cases. Although the qualified majority requirement is not a new institution in either the national constitutional systems or the functioning of the EU institutions, the democratic legitimacy of majority voting faces several challenges. In order to present aspects that should be re-evaluated in the light of certain new political strategies, this paper analyses the majoritarian requirements in the Treaties, in the rules of procedures of the European Parliament and also case studies pertaining to the constitution-making majority in Hungary and the controversial case of voting on the Sargentini-report. On the basis of this assessment, we may confirm but also reconsider the majority principle.

Cavitation measurement in a centrifugal pump

Description:

One of the causes of centrifugal pump instability lies in the phenomenon of cavitation. Cavitation in the centrifugal pump can produce undesirable effects such as deterioration in hydraulic performance. In order to prevent the emergence of cavitation, it is required to know the onset point of the cavitation, in the pump. Our study presents the process and result of the cavitation measurement performed on a centrifugal pump in a closed loop test system. In this study, we applied CFD analysis, which serves as a means of measuring flow in the impeller of the centrifugal pump. The results gained from CFD analysis correspond, approximately, to the measured results.

Influence of Twitter activity on the stock price of soccer clubs

The interrelation between the fluctuations of stock prices of football clubs and the social media activity of their fans is of major economic interest. The results in this research provide measurable support for the suggestion that financial market activities and the number of tweets are linked in the case of big football clubs. The novelty of the research is to show which daily ratio of tweet counts and their mood can predict the stock market. Based on these findings, sport managers could use social media strategically to build better relationships with consumers and stakeholders.

Contribution to knowledge of Uropodina mites (Acari: Mesostigmata) of Virginia, USA

Description:

During the investigation of the Uropodina mites of Virginia state (USA) two previously known species (Trachytes balazyi Wiśniewski & Hirschmann, 1994 and Jedediella hoffmani Kontschán, 2017) are discovered in some new localities. Besides the known Uropodina mites, two new species are discovered and described from this state. Trachytes jokaii n. sp. differs from the congener in the shape of the wide and ribbed anterior margin, the shape of the female genital shield and the sculpture of the ventral shield of females. A new key to the North American Trachytes species is also presented. The second species Klebensbergia virginiana n. gen., n. sp. is a unique Uropodina mite in the temperate climate. Only the tropical Penicillaturopoda Hirschmann, 1979 is similar to the new genus.

In response to these processes, the European Union adopted the Digital Markets Regulation (DMA), which aims to promote fair competition and manage market dominance in the digital sphere. At the heart of its provisions are obligations for gatekeepers, i.e. organizations with significant influence on digital markets. Accordingly, the study presents the DMA‘s responsibility issues for gatekeepers.

In defense of moral liberalism

Though it is much maligned, liberalism remains a vital component of any viable political and social condition. This claim can be defended, though, only once the confusions concerning the meanings of liberalism are resolved. This can be done by considering the primary contemporary challenges to liberalism, of which there are five: populist nationalism, authoritarianism, elitism, traditionalism, and moral absolutism. Each of these, though in differing ways and some more than others, are sources of illiberalism. To appreciate the meaning and import of what is here called moral liberalism, it is valuable to clarify the nature of the challenges to it and the reasons we have to prefer moral liberalism over any of its illiberal alternatives. In the end, moral liberalism may serve as a viable grounding for contemporary societies and states only in so far as it rests, not on commonly held ideas or consensus, but on the recognition of the many interests that members of groups and societies hold in common.

Who gets to use ChatGPT? A global study on digital access and inequality in higher education

This study examines how national-level digital development – measured by the ICT Development Index (IDI) – affects university students’ use of ChatGPT. Special emphasis is placed on mediating factors that may influence this relationship, including technical access, institutional and linguistic support, and individual background characteristics, particularly in relation to educational equity and sustainability (SDG 4). The analysis is based on survey data from 20,242 students across 58 countries and applies multivariate statistical methods, including logistic regression, PLS-SEM modeling, and cluster analysis. The results indicate that students in countries with higher IDI scores are more likely to use ChatGPT, primarily because of more advanced digital competencies and greater technological access. The country of study proved to be a stronger predictor than citizenship, underscoring the key role of the local educational environment. Functional access emerged as the most decisive mediating factor, while institutional and linguistic support had a more indirect effect on usage. Cluster analysis identified three distinct student profiles and highlighted that a high level of digital infrastructure alone does not ensure the widespread adoption of generative AI tools. The study proposes a multi-level interpretive framework: at the macro level, national digital infrastructure; at the meso level, institutional and linguistic support; and at the micro level, individual characteristics – connected by functional access as a mediating dimension. This context-sensitive approach contributes to a more comprehensive and practice-oriented understanding of digital inequalities and the integration of generative AI in higher education, offering guidance for promoting inclusive and sustainable technology use.

Comparative study of plasma, laser, and flame induced activation of HDPE liner surfaces of type 4 hydrogen vessels

In our study, we compare the surface modifications of coarse HDPE surface induced by atmospheric air plasma, CO2 laser, and flame treatments. An order of WCA decrease of air plasma>flame>CO2 laser methods was detected. The improvement in adhesion strength measured 5 days after the activations followed the same trend. FT-IR and EDS proved that different oxygen compounds were formed after treatments, resulting in increased polar component of the total surface energy. Flame activation showed a saturation character regarding the O-moiety. Hydrophobic recovery showed a linear behavior, with a larger decreasing slope for the polar component than the total surface energy. Plasma treatments induced higher recovery rate; however, restore was not complete here either. The effects of the different CO2 irradiation intensities were nonlinear; SEM and roughness measurements revealed surface ablation or structure formation on the different samples, while after plasma and flame treatment a hilly microtexture appeared. With different mechanisms and intensities, all the tested methods are suitable for increasing the adhesion strength on HDPE surfaces.

THE SOCIO-ECONOMIC PERFORMANCE OF THE HUNGARIAN NUTS3 REGIONS BETWEEN 2010-2020

The aim of the study is to analyse the changes in the socio-economic performance of Hungarian regions in the previous decade. The first part of the paper deals with the epistemological and methodological questions of the analysis of temporal change of spatial differences of various individual and composite socio-economic indicators. In the second part the empirical analysis will be conducted at the county level (NUTS 3 level, 20 spatial units), including a wide range of economic, social and demographic variables. The analysis is concerned with processes over an eleven-year period, 2010-2020. Our methodology combines the analysis of individual indicators with the use of complex aggregated indicators composed of several indicators. Some of the counties show higher level of socio-economic performance with more developed infrastructure, higher quality of education and stronger economic base. However, the picture is not entirely uniform, there are small, moderately positive and negative movements compared to the national average.
